Release notes for release 4.0.98-45976:

Update to VA state tax tables and standard deduction amount
Update to MD state tax tables
Fix to Future Change Job poweradd to write the Login Identification to the Change By field.
Added feature to mass add deductions that will copy elected percentage to new deduction.
Turned on the no records selected error for the sync leave masters report and added an instructions tab.
Fix to leave zero masters report to correct a problem where the leave master was not being written because of missing accumulators in the report definition.
