Release notes for release 4.0.98-45976:
- Update to VA state tax tables and standard deduction amount
- Update to MD state tax tables

- Added feature to mass add deductions that will copy elected percentage to new deduction.
- Turned on the no records selected error for the sync leave masters report and added an instructions tab.
- Fix to leave zero masters report to correct a problem where the leave master was not being written because of missing accumulators in the report definition.
