VIRGINIA: VEC iFile

The VEC iFILE report has been modified so that the calendar quarter and year are encrypted into the file name. This will allow a file created for a previous quarter to not be over-written; and will avoid the warning received when uploading the file to VEC (relative to the same file name). This report is accessed in OpenRDA from the Resource Bar (Other, Virginia State Reports, VEC Reports).
