TOTAL COMPENSATION STATEMENT (TOTALCOMPENSATION)

OpenRDA’s Benefit Recap report (accessed via General Payroll Info) has been replaced with a new (and improved) Total Compensation Statement. The report uses Payroll’s Deduction Fiscal file (PAYDFSM) and Leave Management’s transaction file (LVETRAN). The selected fiscal year must match the fiscal year in both files. The Description 2 field from the Deduction Type file is used to describe the benefit. For example, enter HEALTH INSURANCE or MEDICAL INSURANCE for the HEALTH-M deduction type, MEDICARE TAX for the MEDICARE-M deduction type, FICA TAX for the FICA-M deduction type. The report shows employer cost only for the benefit. Fiscal wages pull from the personnel fiscal file (PAYPFSM). The label for Leave pulls from the Title field in the leave type file. Leave Types and Deduction Types can be excluded by using the Exclude from Benefit Statement field (see separate product announcements relative to this).

Currently, use of this report is predicated on your organization having the Leave Management module as well as the Payroll module. The report can be archived as a personnel document. Organizations that have at least Level 2 of the Archive (F.A.S.T.) module, can also email the statement to employees. A future enhancement will allow organizations that have ESS PIM to upload the archived document (similar to the way that direct deposits and W2s can be archived and uploaded).

EEO JOB FUNCTION CODES; EEO JOB GROUP CODES

Although not a new feature, fields for the EEO Job Function and EEO Job Group codes were not displaying on the Definition tab of the payroll job master when the setup variables for use of these fields was indicated (in Generic Setup Variables under Setup). This has been corrected in the payroll program. These EEO codes are created/maintained in the Position Tracking module (Setup, EEO). If job function and job group codes already exist but are not applicable (or no longer valid) for your organization type, you may delete the invalid ones and build new ones so that these can be assigned to payroll job masters.

BENEFITS COORDINATOR: RETIREMENT PLAN

The Benefits Coordinator program has been revised to include the Retirement Plan field (a field in Personnel Demographics). Retirement Plans are only visible when the setup variable (under Benefit Plans) is on/checked.  This is a standard feature for OpenRDA Enterprise but optional software bundle for OpenRDA 101 customers.

DEDUCTION TYPE FILE: EXCLUDE FROM BENEFIT STATEMENT

A new field has been added to the Deduction Type file (PAYDTYP) for Exclude from Benefit Statement. If you’re planning to use the new Total Compensation Statement (see separate announcement), you should turn on (check) this flag for any deduction types (that are applicable to employer-paid deductions) that you do not wish to be included in the statement. Please note that the INS>50K deduction type is automatically excluded from the Total Compensation Statement (as it is imputed income for tax purposes).

VIRGINIA: ICMA-RC VRS HYBRID PLAN FILE

A report that creates contributions file for ICMA-RC has been created and added to Other (on the Resource Bar) under VRS Reporting. The file should be created and submitted after each pay date. Only payrolls (pay masters) that match the Payroll Date entered on the Range tab of this report will select. The Plan Identification for the deduction descriptions must begin with VRS RET-DC. The first 5 characters for the Retirement Plan (from Personnel Demographics) is the VRS Agency Code. Due to the length of each record (500 characters), a printout is not provided. However, the text file will automatically be archived in E-Documetns. EZ Link can be accessed by clicking the world icon on the DOS Copy Window. Please note that we submitted a test file to ICMA-RC on behalf of our Virginia customers and it was successful. Therefore, as long as the Plan Identification in the deduction descriptions are correct (following the previously published instructions for this) and the Retirement Plan is correctly assigned in personnel demographics, your file should also be successful.
